granted permission to appeal to the Privy

Council. It is anticipated that the case

cannot be heard by the Privy Council for

about a year.

The orders for deportation cannot, of

course, be carried out while the appeal is

pending, and Quoc is at present in police

custody pending the appeal. The question

whether under Hongkong law the man can be

expelled from the colony, and, in particu-

ler, whether he can be sent to French

territory, depends on the result of the

proceedings before the Privy Council.

The Colonial Office are now consider-

ing what is the best course to adopt in

the circumstances, and it would help us

a great deal if we could have some informa-

tion as to the position in the matter of

the French Government. At present all

that we know is contained in M. de

Fleuriau's note of July 27th, and this,

while indicating the view which the French

Government take of this man's activities,
